Oman has officially initiated the engineering, procurement and construction (EPC) process for the next phase of the Ras Markaz oil park development. This project, situated within the Special Economic Zone at Duqm, represents one of the largest Oman infrastructure initiatives currently underway, aimed at bolstering the nation’s capacity in global energy logistics.
Prequalification Requirements for Interested Contractors
The Oman Tank Terminal Company (OTTCO), a subsidiary of OQ Group, has opened an expression of interest process to vet potential partners. To secure a role in the Ras Markaz oil park expansion, firms must demonstrate extensive financial and technical capability.
Standards for Potential Bidders
- Contractors must hold a proven track record in executing large-scale crude oil storage projects, including tank farms and complex terminal infrastructure.
- International applicants are encouraged, while local Omani firms must be registered with the Ministry of Commerce, Industry and Investment Promotion.
- The deadline for submitting expressions of interest is August 4, 2026.
Strategic Importance of the Duqm Development
The expansion project serves as a cornerstone for the Sultanate’s broader energy logistics goals. By building out this facility, Oman aims to enhance its competitiveness as a hub for crude oil storage, blending, and export.
Operational Capabilities and Market Access
- The site spans 40 square kilometres and is strategically positioned outside the Strait of Hormuz to provide secure access to shipping lanes connecting Asia, Africa, and Europe.
- The infrastructure is designed to eventually accommodate up to 200 million barrels of capacity, building upon the existing facility which features eight storage tanks and a 5.2 million barrel capacity.
- Future operations will continue to utilize integrated marine loading facilities, subsea pipelines, and advanced water treatment systems to handle various grades of crude oil.
This EPC tender is designed not only to attract global engineering expertise but also to foster local participation, ensuring that the Duqm development contributes directly to the country’s economic diversification strategy.
