As per reports, U.S. and Saudi companies are set to establish a consortium known as MERA Oil for the construction of a Gulf refinery project in the Persian Gulf. This facility is expected to represent a $5 billion investment and will feature a daily capacity of 200,000 barrels of crude oil. The partnership comprises the Texas-based MWG Group, the Patel Family Office, and PWS, which is linked to the Saudi AHQ Group.
Site Selection and Infrastructure Details
The consortium is currently evaluating three potential locations across the Gulf Cooperation Council (GCC) member states to host the new Gulf refinery project. Beyond the core processing plant, the site is slated to include a deepwater port, storage facilities, and export infrastructure. The project partners have indicated that the facility will be positioned outside the Strait of Hormuz. Furthermore, plans exist to integrate carbon management facilities and sustainable aviation fuel processing at a later stage.
Context of Regional Refining Capacity
The announcement follows recent disruptions to regional refining capacity. Saudi Aramco experienced a shutdown at its Jazan refinery after an attack by Yemeni Houthis, which removed 400,000 barrels per day from the global supply. Reports indicate that repairs at the Jazan facility are projected to continue until mid-August. This loss of refining capacity has intensified existing pressures on the global fuel supply chain.
The broader market for crude oil and refined products has seen increased volatility due to ongoing conflicts in the Persian Gulf, the Red Sea, and Russia. These factors have contributed to historically high crack spreads as demand for fuels continues to outpace available supply. While Russia has initiated the restart of certain facilities damaged by drone strikes, its ongoing ban on diesel exports remains a factor in the current fuel supply environment. The MERA Oil consortium moves forward with its plans despite these complex conditions facing the six Gulf states.
